The Indonesian Government Bans Retail Cigarette Sales

JAKARTA – President Joko Widodo (Jokowi) has enacted a new policy prohibiting the sale of individual cigarettes. This ban is included in Government Regulation (PP) No. 28/2024 on the Implementation of Law No. 17 of 2023 on Health, which took effect on July 26, 2024.

PP No. 28/2024 consists of 13 chapters and 1171 articles, regulating various aspects of health, including health services, health resources, pharmaceutical supplies, and the control of addictive substances such as cigarettes and tobacco products. Articles 429 to 463 specifically address addictive substances, tobacco products, and electronic cigarettes.

Article 434 of PP No. 28/2024 states that it is prohibited to sell tobacco products and electronic cigarettes using vending machines, to anyone under 21 years of age and pregnant women, and individually per cigarette, except for tobacco products in the form of cigars and electronic cigarettes. Furthermore, tobacco products and electronic cigarettes may not be placed around entrance and exit areas or in frequently trafficked areas, and within a 200-meter radius from educational institutions and children's play areas. Sales through websites, electronic commercial applications, and social media are also prohibited unless age verification is in place.

Additionally, Article 442 stipulates that smoke-free areas are rooms or areas where smoking, selling, producing, advertising, and promoting tobacco products and electronic cigarettes are prohibited, both indoors and outdoors.

The government hopes that with the implementation of this regulation, cigarette consumption among the public, especially among teenagers and children, will be significantly reduced. This measure is also expected to create a healthier environment and reduce the negative health impacts of smoking on the public.
